Reach typically refers to the number of people who could potentially see an ad.
If an advertiser sets very broad targeting – for example, “females who live in the USA” – then their reach will be quite large.
If they tighten their targeting – for example, “females between the ages of 20 and 25 who live in Dublin, Ireland, and are interested in running shoes” – their reach will be rather small.
